A friend suggested I take a look at this site photofunia.com It is really neet.
The site has something like 100 effects. The effects are preset photos that you can insert your own photo into.
The backend must be setup to run a number of image processing scripts on the photo you submit and merge it with their predefined images but the processing is really quick considering some of the effects they apply.
I am not sure how useful this is for commercial use other then the creators of the site applying their tools for other sites but if you want to lose half an hour and see some pretty impressive work checkout their site.
